Claudio is currently Director of Business Development for the dedicated Public-Private Partnership (P3) team within Johnson Controls that serves the North American market. He has 30+ years of experience in the building efficiency business providing solutions to clients that reduce their energy, operations and lifecycle costs while creating a more sustainable workplace. Marshall Macomber is AIAI’s Senior Policy Advisor and President of ThinkP3, where he brings his deep knowledge of Federal policy, the legislative process and political communications to help grow the P3 marketplace. Prior to ThinkP3, Macomber served in government for over twelve years in Washington, DC, working in the U.S. House of Representatives as a top aide to a senior Member of Congress. Macomber started ThinkP3 after seeing the potential for Public-Private Partnerships to help provide government services in tight fiscal environments.

In government, Macomber was Chief of Staff to Congressman Mike Rogers of Alabama. He oversaw all legislative and communications strategy for Rogers, a senior Member of Congress serving on the Agriculture, Armed Services and Homeland Security committees. Rogers was also the founder and co-chair of the Congressional Caucus on Public-Private Partnerships, or P3 Caucus. Macomber was also a Rail Policy Advisor on the Homeland Security Committee under Chairman Peter King (NY). Before being appointed Chief of Staff, Macomber served as Rogers’ Press Secretary. Outside of government, Macomber has been active in political campaigns, helping raise money and providing strategic advice for Congressional candidates. Mr. Kusha is Plenary America’s Senior Vice President and Group Head for Project Development and Partnering.  In this role, he leads project development across all sectors.   He is responsible for development, identification and assessment of new opportunities, as well as interaction with owners.  He positions Plenary with appropriate project sponsors and selects partners through leveraging industry relationships.

Prior to joining Plenary, Sia served as Senior Vice President and Senior Managing Director of AECOM’s Design and Consulting Services Integrated Delivery group in the Americas.  In that role, he was the firm’s Chief Strategy and Development officer for P3 and DB projects in the continent.

A thirty nine-year veteran of the industry, Sia is a highly experienced program and project executive who has delivered a variety of infrastructure programs for a diverse range of public and private clients.  He has been instrumental in Integrated Delivery policy development in United States and has helped public owners develop design-build and P3 legislation, programs, project pipelines and procurement processes in Arizona, Florida, Georgia, North Carolina, West Virginia and Virginia.

Chosen as a fellow of the American Council of Engineering Companies, ACEC, for his outstanding service to the industry with regards to integrated delivery policy development and procurement of professional services, Mr. Kusha is an industry expert who has deep relationships with elected and appointed officials, public sector owners, as well as private sector sponsors, developers and contractors in the US and abroad.

Mark Romoff is President and Chief Executive Officer of The Canadian Council for Public-Private Partnerships (CCPPP). Established in 1993, CCPPP’s mission is to promote innovative approaches to infrastructure development and service delivery through public-private partnerships with all levels of government.

Previously, Mark was founding President and CEO of the Ontario Centres of Excellence, Canada’s leading innovation, technology commercialization and entrepreneurship development organization.

Over his twenty five year career with the government of Canada, Mark served as Executive Director in the Department of Industry and as a senior diplomat in the Department of Foreign Affairs and International Trade, serving in Nigeria, Mexico, Malaysia, Japan and the United States.

He is a member of the Board of Directors of the Central Canadian Public Television Association (PBS-WNED), the Empire Club of Canada, the i-CANADA Governors Council; the World Economic Forum “Strategic Infrastructure Initiative” Advisory Committee; and is Vice-Chair of the United Nations Economic Commission for Europe Team of Specialists on Public-Private Partnerships Governing Council.

He earned a Bachelor of Science from McGill University, a Masters in Applied Science from the University of Waterloo, and is a graduate of the Harvard University Kennedy School of Government Senior Executives Program and the Directors Education Program of the Canadian Institute of Corporate Directors and holds the ICD.D (Certified Director) designation.
