Mark Romoff is President and Chief Executive Officer of The Canadian Council for Public-Private Partnerships (CCPPP). Established in 1993, CCPPP’s mission is to promote innovative approaches to infrastructure development and service delivery through public-private partnerships with all levels of government.

Previously, Mark was founding President and CEO of the Ontario Centres of Excellence, Canada’s leading innovation, technology commercialization and entrepreneurship development organization.

Over his twenty five year career with the government of Canada, Mark served as Executive Director in the Department of Industry and as a senior diplomat in the Department of Foreign Affairs and International Trade, serving in Nigeria, Mexico, Malaysia, Japan and the United States.

He is a member of the Board of Directors of the Central Canadian Public Television Association (PBS-WNED), the Empire Club of Canada, the i-CANADA Governors Council; the World Economic Forum “Strategic Infrastructure Initiative” Advisory Committee; and is Vice-Chair of the United Nations Economic Commission for Europe Team of Specialists on Public-Private Partnerships Governing Council.

He earned a Bachelor of Science from McGill University, a Masters in Applied Science from the University of Waterloo, and is a graduate of the Harvard University Kennedy School of Government Senior Executives Program and the Directors Education Program of the Canadian Institute of Corporate Directors and holds the ICD.D (Certified Director) designation. Mark is also a recipient of the 2012 Queen Elizabeth II Diamond Jubilee Medal.

Michael F. McNally recently retired as one of nine members of Skanska AB’s Senior Executive Team responsible for Skanska’s $20 billion global operations. As President and CEO of Skanska USA Inc., he was directly responsible for Skanska’s US Construction Operations, USA Building, which specializes in building construction and Skanska USA Civil, which is focused on industrial and civil infrastructure work. From 2009 through 2012, Mike was also responsible for Skanska’s US Commercial Development operations and all Skanska activities of its 11,000 employee Latin American unit.

Under Mike’s leadership, Skanska grew and strengthen its presence in the U.S., with more than 10,000 employees in 39 offices and more than 800 active projects across the country, generating $7.3 billion in construction revenue in 2014 making the US operation the largest and most profitable in Skanska (43% of Skanska’s global construction profit). Under Mike’s leadership Skanska USA grew to be the second largest domestic building contractor and third largest domestic heavy civil contractor.

Don has built his career around developing urban transportation solutions. As the Executive Director of the Colorado DOT, he moved the agency forward in intelligent transportation systems and roadway operations. Don also served on national committees focusing on emerging connected and automated mobility. He is the founder of Mobility Choice, an ongoing public-private effort to ready the Denver region for technology-enabled mobility.

Richard T. Anderson, recently retired as President of New York Building Congress. Prior to accepting the role at the Building Congress in 1994, Anderson served as executive director of The Dallas Plan and as president of the Regional Plan Association.

He was the first elected President of the 40,000-member American Planning Association and served as chairman of its College of Fellows.

Anderson is a founding member of the American Institute of Certified Planners; a Member of the National Academy of Construction; a Director of the ACE Mentor Program of Greater New York, the Salvadori Center, and the National Building Museum; and a Trustee of Big Brothers/Big Sisters of New York City.

As Senior Advisor with Star America Infrastructure Partners, LLC., Mr. Mancini brings an unparalleled level of experience in the construction industry to Star America, with more than 40 years of increasing responsibilities working for some of the best construction companies.

Mr. Mancini joined Star America after retiring as the President and CEO of Skanska USA Civil, in which roles he served from 2000 to 2008. Mr. Mancini was integral to the growth and profitability of Skanska USA Civil, which became an enterprise with more than 5,000 employees and $2 billion annual revenues under his leadership. Projects performed by Skanska USA Civil under Mr. Mancini included the Air Train at JFK Airport; the Cooper River Bridge in Charleston, South Carolina; the Escambia Bridge in Pensacola, Florida; the Prado Dam in Southern, California; the transportation hub at the World Trade Center; and the recently awarded 2nd Avenue Subway project in New York City.

Michael J. Garvin is an associate professor in the Via Department of Civil & Environmental Engineering and a principal faculty member in the Myers-Lawson School of Construction at Virginia Tech. He served as the associate director of the Myers-Lawson School from 2009-2012. His research and teaching focus on infrastructure development emphasizing policy and planning, investments and financing, and asset delivery and service.

He has a particular interest in the structure and effectiveness of project delivery systems and public-private partnerships. Garvin is a recipient of the Presidential Early Career Award for Scientists and Engineers (PECASE), which is the highest honor bestowed by the U.S. government on outstanding scientists and engineers beginning their independent careers. Garvin has served as principal investigator for over $1 million of research funded by the National Science Foundation, the Transportation Research Board, and the Virginia Center for Transportation Innovation & Research on alternative project delivery and public-private partnerships. He has spoken about public-private partnerships in many venues including the American Road and Transportation Builders Association’s Annual P3s in Transportation Conference, the Annual Meeting of the Transportation Research Board, and the Annual Meeting of AASHTO’s Sub-Committee on Construction.

Garvin serves on the editorial boards for the Engineering Project Organizations Journal, Journal of Infrastructure Systems and Public Works Management & Policy and is a specialty editor for the Journal of Construction Engineering & Management. He has authored or co-authored over 60 journal articles, conference papers, book chapters, white papers and reports. Garvin also has over 8 years of experience as an officer in the US Army Corps of Engineers and an engineering consultant. He received a BS in Civil Engineering from the United States Military Academy, and MS and PhD degrees from the Massachusetts Institute of Technology.

Porter K. Wheeler has specialized in transportation policy and infrastructure finance throughout a career of college teaching, government consulting, Budget Committee work on Capitol Hill, and over two decades of private consulting and governmental advisory work. From 2005-2011 , he concentrated his efforts on toll road development and public-private partnership (P3) issues for the Maryland Transportation Authority, a state-wide public toll road authority, including a solicitation of interest in the I-270 Multi-Modal Corridor and a feasibility study for Nice Bridge reconstruction using a P3 approach.

Over the past two decades, Dr. Wheeler has provided a broad range of consultant services on behalf of US Department of Transportation and numerous state transportation agencies, regional authorities, study commissions, and toll road operators. These assignments regularly involved consideration of P3 approaches as public agencies struggled to meet growing demands for infrastructure improvements. In addition, he has advised governmental owners on structuring concessions and privatization of infrastructure facilities worldwide. He has authored numerous reports and white papers designed to inform a national audience and identified best practices to apply innovative financing for roadway, railroad, and intermodal improvements.

He was a member of the Transportation Research Board’s Committee on Finance and Taxation from 1994 to 2006 and served on the Executive Committee of the National Council on Public-Private Partnerships from 2007 to 2009. He served on the Board of the Canton Railroad Company, Baltimore, 1987-2013, and currently Chairs the Traffic Committee for Chevy Chase Village.
