Frank M. Rapoport is AIAI’s Chief Strategy Advisor and brings insight and direction to the team on trends, opportunities and the direction of the P3 market. Frank is a Senior Partner with the construction law firm of Peckar & Abramson, P.C. and Chair of the Infrastructure and Public-Private Partnerships Practice Groups. He has negotiated and closed 18 P3 deals in the U.S. privatized military housing market. Frank is also presently advising teams pursuing Miami Water, Corps Engineer P3s and multi-state roads, bridges and storm water P3s with state DOTs.

Frank is highly regarded for strategizing and implementing successful business-capture plans for clients pursuing P3, design-build and complex infrastructure projects. He combines a deep understanding of the legal and political framework for P3s with the experience of having handled big-ticket government contracts and construction litigation. His knowledge and respect for the political issues in P3 deals have led to many successful collaborations with key government officials.
