Law & Legislative

The purpose of the Law & Legislative Committee is to monitor and address issues relevant to alternative project delivery and P3. The Legislative Committee will report on legislative initiatives that either promote or seek to diminish the mission of the Association including drafting and submitting proposed legislation to the Board for review. The Legislative Committee shares its findings with the Government Affairs Committee and Board of Directors in order to help shape the direction of and ensure consistent communication.

Rodney is S. Vice President of the Hunt Development Group, having previously been Sr. VP in Aon’s Infrastructure Solutions, and regional Chief Legal Officer for Balfour Beatty. He has served AIAI for three years as the chair of the Law & Legislative committee and was instrumental in drafting the original P3 legislation in Texas and Florida. Rodney has 25 years experience in construction risk management and construction-related claims.

As Sr. Vice President and Regional Managing Director of the Construction Services Group for Aon Risk Solutions, Southwest Region, Rodney was a member of Aon’s Infrastructure Services Team, providing risk consultation to owners and contractors on debt and performance security solutions for P3 transactions.

Prior to joining Aon in April 2013, Rodney was Balfour Beatty Construction's national Sr. VP for Public Private Partnerships and was instrumental in passing Texas' P3 statute in 2011 and Florida's similar P3 statute in 2013. Prior to his national P3 role, Rodney was Regional Sr. VP and Chief Legal Officer of a $1 billion region for 10 years responsible for all contract and risk management matters as well as quality control and scheduling.

Rodney was a partner in the Procurement and Construction Practice Group of the law firm of Bradley Arant Boult & Cummings in Birmingham, Alabama before joining Balfour Beatty. His experience included complex transactions and claims, including coverage disputes, on behalf of large general contractors.

Prior to and during law school, he was a mechanical design and field engineer in the design/build power plant sector between for 8 years.

Rodney has a B.S. in Mechanical Engineering from Texas A&M University and a law degree from Cumberland School of Law at Samford University.
