Based on prior economic cycles, a countercyclical infrastructure investment strategy could save the taxpayer 20% or more on the total net present value cost of the asset. Furthermore, the projects are ready when they are needed as the economy ramps backs up and enhance the recovery, instead of lagging the demand and often resulting in inefficient lifecycle expenditures on obsolete assets.
