Marshall Macomber is AIAI’s Senior Policy Advisor and President of ThinkP3, where he brings his deep knowledge of Federal policy, the legislative process and political communications to help grow the P3 marketplace. Prior to ThinkP3, Macomber served in government for over twelve years in Washington, DC, working in the U.S. House of Representatives as a top aide to a senior Member of Congress. Macomber started ThinkP3 after seeing the potential for Public-Private Partnerships to help provide government services in tight fiscal environments.

In government, Macomber was Chief of Staff to Congressman Mike Rogers of Alabama. He oversaw all legislative and communications strategy for Rogers, a senior Member of Congress serving on the Agriculture, Armed Services and Homeland Security committees. Rogers was also the founder and co-chair of the Congressional Caucus on Public-Private Partnerships, or P3 Caucus. Macomber was also a Rail Policy Advisor on the Homeland Security Committee under Chairman Peter King (NY). Before being appointed Chief of Staff, Macomber served as Rogers’ Press Secretary. Outside of government, Macomber has been active in political campaigns, helping raise money and providing strategic advice for Congressional candidates. Prior to his career in government, Macomber worked for C-SPAN Television in community relations, marketing and media.

David Parker is a Senior Vice President and an Officer of Fluor Enterprises, Inc., the principle operating subsidiary of Fluor Corporation. Fluor is a Fortune 500 Company and one of the world’s largest publicly traded engineering, procurement, construction and maintenance companies.

As Global Head of Business Development for Fluor’s Infrastructure and Power Group; David has overall responsibility for securing new contracts from clients beginning with the identification of new business opportunities through contract execution. Fluor’s Infrastructure and Power Group is an industry leader in developing and delivering large, complex transportation infrastructure and renewable power projects to both public sector owners and private clients.

David has spent the majority of his 30 year career with Fluor, starting out as a field engineer before progressing into project management and business development. Over the past 16 years, David has been actively involved with the
development, negotiation, structuring and delivery of a number of groundbreaking transportation mega projects, including the San Francisco Oakland Bay Bridge, the Denver Eagle P3 Commuter Rail, Arizona’s South Mountain Freeway, the LAX Automated People Mover and the Gordie Howe International Bridge, among others. In addition to his group-level executive management responsibilities, David also serves as a board member for several of Fluor’s ongoing P3 project-specific entities.

Originally from South Carolina, David attended Clemson University where he graduated with a Bachelor’s degree in Design and a Master’s in Building Science. He also earned an M.B.A. from Pepperdine University. He is a registered professional Architect and is active in a number of professional organizations.

Mr. Kusha is Plenary America’s Senior Vice President and Group Head for Project Development and Partnering.  In this role, he leads project development across all sectors.   He is responsible for development, identification and assessment of new opportunities, as well as interaction with owners.  He positions Plenary with appropriate project sponsors and selects partners through leveraging industry relationships.

Prior to joining Plenary, Sia served as Senior Vice President and Senior Managing Director of AECOM’s Design and Consulting Services Integrated Delivery group in the Americas.  In that role, he was the firm’s Chief Strategy and Development officer for P3 and DB projects in the continent.

A thirty nine-year veteran of the industry, Sia is a highly experienced program and project executive who has delivered a variety of infrastructure programs for a diverse range of public and private clients.  He has been instrumental in Integrated Delivery policy development in United States and has helped public owners develop design-build and P3 legislation, programs, project pipelines and procurement processes in Arizona, Florida, Georgia, North Carolina, West Virginia and Virginia.

Chosen as a fellow of the American Council of Engineering Companies, ACEC, for his outstanding service to the industry with regards to integrated delivery policy development and procurement of professional services, Mr. Kusha is an industry expert who has deep relationships with elected and appointed officials, public sector owners, as well as private sector sponsors, developers and contractors in the US and abroad.

Mr. Kusha is a graduate of University of Wisconsin – Madison, with degrees in Civil and Environmental Engineering and is a Registered Professional Engineer in FL, GA, NC, WI, MN, and AZ.
