Mr. Sacristan is currently Cintra’s Director for Canada, and within that role operates both Highway 407 ETR and provides tolling, billing and customer services to the Ontario Government’s new toll roads. As Cintra’s representative in Canada, Mr. Sacristan is also Director and Chairman of both 407 East Development Group and Blackbird Development Group – responsible for the construction and maintenance of Ontario’s new toll highways: Highway 407, and Highway 412 and Highway 418.

Mr. Sacristan has over 20 years of international experience in the construction, car-park and transportation industries and is since 2017 President & CEO of 407 International – the parent company of the 407 ETR Concession Company Limited which operates the 108 km toll-highway across the top of the Greater Toronto Area serving to 3 million customers every year.

Mr. Sacristan started his career as a construction manager in the late 1990’s. He soon changed to the concession business joining Cintra in 2001 where he progressed through several positions from project manager to the head of asset management for Europe, Australia and Colombia. Along his career in Cintra he has held different roles in business development and asset management and worked in different markets and asset classes. Mr. Sacristan holds an MS in Civil Engineering and Structural Design.

Marshall Macomber is AIAI’s Senior Policy Advisor and President of ThinkP3, where he brings his deep knowledge of Federal policy, the legislative process and political communications to help grow the P3 marketplace. Prior to ThinkP3, Macomber served in government for over twelve years in Washington, DC, working in the U.S. House of Representatives as a top aide to a senior Member of Congress. Macomber started ThinkP3 after seeing the potential for Public-Private Partnerships to help provide government services in tight fiscal environments.

In government, Macomber was Chief of Staff to Congressman Mike Rogers of Alabama. He oversaw all legislative and communications strategy for Rogers, a senior Member of Congress serving on the Agriculture, Armed Services and Homeland Security committees. Rogers was also the founder and co-chair of the Congressional Caucus on Public-Private Partnerships, or P3 Caucus. Macomber was also a Rail Policy Advisor on the Homeland Security Committee under Chairman Peter King (NY). Before being appointed Chief of Staff, Macomber served as Rogers’ Press Secretary. Outside of government, Macomber has been active in political campaigns, helping raise money and providing strategic advice for Congressional candidates. Prior to his career in government, Macomber worked for C-SPAN Television in community relations, marketing and media.

Prior to her role at AIAI, Lisa was Vice President of Star America – one of the country’s preeminent infrastructure asset management firms. Before her time at Star, Lisa was the Director of Marketing and Corporate Communications for Allied North America, one of the country’s largest national construction insurance brokerages, overseeing the coordination and communication of the firm’s internal departments and client relations.

Fluor’s Infrastructure and Power Group is an industry leader in developing and delivering large, complex transportation infrastructure and renewable power projects to both public sector owners and private clients.

David has spent the majority of his 30 year career with Fluor, starting out as a field engineer before progressing into project management and business development. Over the past 16 years, David has been actively involved with the
development, negotiation, structuring and delivery of a number of groundbreaking transportation mega projects, including the San Francisco Oakland Bay Bridge, the Denver Eagle P3 Commuter Rail, Arizona’s South Mountain Freeway, the LAX Automated People Mover and the Gordie Howe International Bridge, among others. Mr. Kusha is Plenary America’s Senior Vice President and Group Head for Project Development and Partnering.  In this role, he leads project development across all sectors.   He is responsible for development, identification and assessment of new opportunities, as well as interaction with owners.  He positions Plenary with appropriate project sponsors and selects partners through leveraging industry relationships.

Prior to joining Plenary, Sia served as Senior Vice President and Senior Managing Director of AECOM’s Design and Consulting Services Integrated Delivery group in the Americas.  In that role, he was the firm’s Chief Strategy and Development officer for P3 and DB projects in the continent.

A thirty nine-year veteran of the industry, Sia is a highly experienced program and project executive who has delivered a variety of infrastructure programs for a diverse range of public and private clients.  He has been instrumental in Integrated Delivery policy development in United States and has helped public owners develop design-build and P3 legislation, programs, project pipelines and procurement processes in Arizona, Florida, Georgia, North Carolina, West Virginia and Virginia.

Chosen as a fellow of the American Council of Engineering Companies, ACEC, for his outstanding service to the industry with regards to integrated delivery policy development and procurement of professional services, Mr. Kusha is an industry expert who has deep relationships with elected and appointed officials, public sector owners, as well as private sector sponsors, developers and contractors in the US and abroad.

Previously, Mark was founding President and CEO of the Ontario Centres of Excellence, Canada’s leading innovation, technology commercialization and entrepreneurship development organization.

Over his twenty five year career with the government of Canada, Mark served as Executive Director in the Department of Industry and as a senior diplomat in the Department of Foreign Affairs and International Trade, serving in Nigeria, Mexico, Malaysia, Japan and the United States.

He is a member of the Board of Directors of the Central Canadian Public Television Association (PBS-WNED), the Empire Club of Canada, the i-CANADA Governors Council; the World Economic Forum “Strategic Infrastructure Initiative” Advisory Committee; and is Vice-Chair of the United Nations Economic Commission for Europe Team of Specialists on Public-Private Partnerships Governing Council.
