COMMUNITY BASED INFRASTRUCTURE

Raising awareness of the value and benefits of P3 for municipal facilities and other vertical infrastructure assets, the predominant activities of this committee align with the Education Committee.

Chair: Tad Guleserian, CBG Building Company

DIVERSITY & INCLUSION

The committee assesses the merits and challenges associated with DBE goal setting and programs during the operations and maintenance phases. This joint initiative  with the O&M Committee  included participants from both the public sector and the concessionaires.

Chairs: Joe Lewis, BTG and Stephen Little, Cohn Reznick

P3 EDUCATION

The foundation for AIAI’s mission, the committee provides P3 education, information and resources for public officials. Additionally, the group raises P3 awareness through webinars and topic-specific industry conversation and workshops throughout the US.

Chair: Sallye Perrin, WSP

ENERGY INFRASTRUCTURE

The committee focuses on demonstrating P3 as a means to lower energy costs for owners; examining how to reduce carbon emissions; eliminate deferred maintenance; and advance clean and renewable energy projects through long-term, life cycle-focused DBFOM procurements. The goal is to promote modernization of and improvements to existing and new government-owned facilities.

Chair: Frederic Brassard, Alma Global

GOVERNMENT AFFAIRS

The group works on building dialogue with pro-P3 stakeholders and advocating legislative and administrative proposals in support of P3s. The committee addresses issues common to P3s and engages at both State and Federal level.

Chairs: Nathan Robinson, Fluor and Frank Raha, Cintra

LAW & LEGISLATIVE

Identifying seemingly stable P3 markets and introducing new possibilities to emerging markets, recommending best practices for legislative frameworks, responding to calls to action to establish viable P3 programs and monitoring changes in the legislative landscape.

Chair: Rodney Moss, Hunt Companies

OPERATIONS & MAINTENANCE

Members look to anticipate changes that could positively affect the P3 marketplace, respond to potential threats towards P3 growth and expansion, and support advocacy outreach for the P3 model.

Chairs: Claudio Andreetta , Johnson Controls and Erin Phelan, Fluor

RISK & PERFORMANCE

Risk and performance security has been an engaging topic of late. Education and advocacy efforts of the committee have focused on P3 offices at the State level and in meetings with key staff of committees of jurisdiction on Capitol Hill and the USEPA.

Chair:  Stephen Rae, Liberty Mutual Surety

TRANSPORTATION INFRASTRUCTURE

Promoting innovative procurement methods to deliver critical transportation infrastructure projects at the Federal, State and local level. Fostering an understanding of best practices to facilitate private investment and participation in project delivery to enable modernization and improvement to existing and new publicly owned assets. Promoting P3 as a tool for the public sector to achieve innovation in the design and development; funding and financing; delivery; and life cycle performance of assets.

Chair:  Bryan Kendro, RS&H

WATER INFRASTRUCTURE

Committee members continue to provide thought leadership at industry forums, sharing best practices and practical experiences related to water P3s. Coordinating with other committees, they work towards defining initiatives in the water sector.

Chairs:  Brock King, Kiewit Development Company and Brian Shell, WSP
