AIAI’s P3 Certificate Program equips professionals with the essential skills to navigate Public-Private Partnerships (P3s). PROGRAM OVERVIEW

The AIAI P3 Certificate Program is a structured, lifecycle-based curriculum designed to equip public-sector professionals with practical knowledge, tools, and frameworks for delivering Public-Private Partnership (P3) and alternative infrastructure projects.

The program emphasizes not only technical concepts, but also the real-world dynamics of infrastructure delivery, including governance, stakeholder coordination, and decision-making in complex public-sector environments. Learners develop practical competencies that can be applied directly to planning, procuring, and managing infrastructure projects.

Each module corresponds to a stage in the P3 project lifecycle and includes defined learning outcomes, applied instruction, and an assessment component to reinforce understanding and ensure consistency.

TARGET AUDIENCE

This program is designed for public-sector professionals involved in infrastructure planning, procurement, finance, and delivery, including government agencies, authorities, and public institutions.

PROGRAM STRUCTURE & LEARNING APPROACH

The AIAI P3 Certificate Program is delivered as a sequential series of modules aligned with the P3 project lifecycle. Each module is structured to build competency through:

  • Clear learning objectives and measurable outcomes
  • Structured instruction supported by practical examples and real-world applications
  • Knowledge-check assessments aligned with learning outcomes
  • Defined instructional time consistent with continuing education standards

The program is designed to ensure learners not only understand key concepts but are also able to apply them in real-world infrastructure environments.

Each module includes defined instructional time and contact hours and is designed to support consistent delivery and evaluation in accordance with continuing education standards.

APPLIED PROJECT CASE STUDY SERIES

As part of the AIAI P3 Certificate Program, learners participate in a series of live, virtual project case studies designed to complement the core instructional modules.

These sessions showcase real-world P3 projects, bringing together representatives from public-sector owners and private-sector partners to offer diverse insights into project development, procurement, and delivery.

Each case study session is structured in three parts:

  • Project Overview: A brief presentation by participating stakeholders outlining the project context, objectives, and delivery approach
  • Fireside Discussion: A moderated discussion guided by structured questions, exploring key decisions, challenges, risk allocation, stakeholder coordination, and lessons learned
  • Learner Q&A: An interactive segment allowing learners to engage directly with speakers and explore practical considerations

Each case study includes a knowledge-check assessment aligned with the session content and learning objectives, reinforcing key concepts and practical insights.

The case study series is designed to strengthen learner competencies by connecting theoretical concepts to real-world project execution and exposing learners to both public- and private-sector perspectives.

MODULE DESCRIPTIONS

Module 1: Introduction to P3s (Part 1) – History & Evolution

Program Description
This module introduces the fundamentals of Public-Private Partnerships (P3s), including their evolution and growing role in delivering complex infrastructure projects. Learners examine the limitations of conventional procurement and how P3s provide an alternative focused on lifecycle performance, accountability, and risk transfer. The session situates P3s within the context of public-sector decision-making and infrastructure delivery challenges.

  • Define key characteristics and structures of P3 delivery models
  • Distinguish P3s from traditional procurement approaches
  • Explain the core drivers behind global P3 adoption
  • Identify the benefits and trade-offs of P3 delivery

Module 2: Introduction to P3s (Part 2) – The Project Lifecycle

Program Description
Building on foundational concepts, this module offers a detailed overview of the complete P3 project lifecycle, starting from planning and extending through long-term operations. Learners will understand the sequence of steps, timelines, and key decision points that drive successful project completion. The focus is on how early decisions impact the project’s outcomes throughout its entire lifecycle.

  • Identify key activities within each phase
  • Explain how early planning decisions impact long-term performance
  • Recognize the roles of public and private stakeholders across the lifecycle

Module 3: Long-Term Private Financing in P3s

Program Description
This module explains long-term private financing and its importance in infrastructure delivery via P3s. Learners will examine how project finance arrangements operate, including the roles of Special Purpose Vehicles (SPVs), lenders, and equity investors. The session emphasizes how long-term private financing brings discipline, improves risk allocation, and boosts long-term asset performance.

  • Explain how project finance structures function in P3s
  • Identify key stakeholders involved in financing arrangements
  • Describe the concept of limited recourse financing
  • Assess how financing impacts risk allocation and project performance

Module 4: Pre-Procurement (Part 1) – The Project

Program Description
This module is centered on building a strong, defensible P3 project from the start. Learners will learn how to assess the project’s suitability, craft a solid business case, and evaluate Value-for-Money (VfM). The session highlights the importance of disciplined initial planning as the key to successful delivery and market engagement.

  • Conduct a high-level P3 suitability assessment
  • Identify key components of a P3 business case
  • Explain the purpose and structure of VfM analysis
  • Recognize key risks and considerations in early-stage project development

Module 5: Pre-Procurement (Part 2) – The Agency

Program Description
This module emphasizes the institutional readiness essential for the successful delivery of P3 projects. Learners will explore governance frameworks, organizational alignment, and typical causes of project failure. The session offers practical tools to enhance agency capacity and support better decision-making throughout the project lifecycle.

  • Identify common causes of megaproject failure
  • Describe governance, institutional, and cultural frameworks for success
  • Assess agency readiness for P3 delivery
  • Recognize the role of advisors and internal teams in project success

Module 6: Preparing for P3 Procurement

Program Description
This module offers a practical guide to designing and implementing a fair, transparent, and competitive P3 procurement process. Learners will examine the procurement stages, evaluation criteria, and strategies to encourage active market participation, such as bidder information sessions. The session highlights credibility, consistency, and stakeholder confidence as essential factors for successful procurement.

  • Describe key stages of the P3 procurement process
  • Explain the role of fairness, transparency, and evaluation criteria
  • Recognize factors that influence bidder participation and competition
  • Demonstrate understanding through a module-based assessment

Module 7: The Project Agreement (PA)

Program Description
This module provides an overview of the Project Agreement, the central contract governing P3 delivery. Learners will explore how risk is allocated, how performance is enforced, and how key provisions are structured to protect public-sector interests. The session offers practical insight into how agreements are developed, negotiated, and finalized.

Learning Outcomes

By the end of this module, learners will be able to:

  • Describe the purpose and structure of a Project Agreement
  • Explain how risk is allocated between public and private partners
  • Identify key contractual provisions (e.g., payment mechanisms, dispute resolution)
  • Recognize stakeholder roles in agreement development and negotiation
  • Demonstrate understanding through a module-based assessment

Module 8: Post-Procurement – Contract Management & Monitoring

Program Description
This module focuses on what happens after financial close—where long-term success is ultimately determined. Learners will learn how to manage P3 contracts, monitor performance, and maintain effective relationships with private partners. The session emphasizes practical tools for oversight, accountability, and lifecycle asset management.

Learning Outcomes

By the end of this module, learners will be able to:

  • Describe the contract management lifecycle in P3s
  • Identify key components of performance monitoring and payment mechanisms
  • Explain roles and responsibilities of contract management teams
  • Recognize strategies for managing change, risk, and long-term relationships
  • Demonstrate understanding through a module-based assessment

REQUIREMENTS FOR COMPLETION

Requirements for Successful Completion

  • ATTENDANCE
    • Complete a minimum of 75% of
      total instructional time, through
      live participation or verified
      completion of instructional
      recordings, across all modules and
      case studies.
  • ASSESSMENTS
    • Achieve a minimum score of 70%
      on: Module-level, case study
      quizzes and Final cumulative
      examination
  • CERTIFICATE
    • Formal certificate awarded upon
      successful completion of all
      program requirements, including
      attendance, assessments

Participants must meet attendance requirements and achieve minimum assessment scores to successfully complete the program and receive the certificate.  All sessions are recorded and available for review to support full engagement across the program. Assessments ensure mastery of key concepts.
