David Parker is a Senior Vice President and an Officer of Fluor Enterprises, Inc., the principle operating subsidiary of Fluor Corporation. Fluor is a Fortune 500 Company and one of the world’s largest publicly traded engineering, procurement, construction and maintenance companies.

As Global Head of Business Development for Fluor’s Infrastructure and Power Group; David has overall responsibility for securing new contracts from clients beginning with the identification of new business opportunities through contract execution. Fluor’s Infrastructure and Power Group is an industry leader in developing and delivering large, complex transportation infrastructure and renewable power projects to both public sector owners and private clients.

David has spent the majority of his 30 year career with Fluor, starting out as a field engineer before progressing into project management and business development. Over the past 16 years, David has been actively involved with the
development, negotiation, structuring and delivery of a number of groundbreaking transportation mega projects, including the San Francisco Oakland Bay Bridge, the Denver Eagle P3 Commuter Rail, Arizona’s South Mountain Freeway, the LAX Automated People Mover and the Gordie Howe International Bridge, among others. In addition to his group-level executive management responsibilities, David also serves as a board member for several of Fluor’s ongoing P3 project-specific entities.

Originally from South Carolina, David attended Clemson University where he graduated with a Bachelor’s degree in Design and a Master’s in Building Science. He also earned an M.B.A. from Pepperdine University. He is a registered professional Architect and is active in a number of professional organizations.
