Mr. Kusha is Plenary America’s Senior Vice President and Group Head for Project Development and Partnering.  In this role, he leads project development across all sectors.   He is responsible for development, identification and assessment of new opportunities, as well as interaction with owners.  He positions Plenary with appropriate project sponsors and selects partners through leveraging industry relationships.

Prior to joining Plenary, Sia served as Senior Vice President and Senior Managing Director of AECOM’s Design and Consulting Services Integrated Delivery group in the Americas.  In that role, he was the firm’s Chief Strategy and Development officer for P3 and DB projects in the continent.

A thirty nine-year veteran of the industry, Sia is a highly experienced program and project executive who has delivered a variety of infrastructure programs for a diverse range of public and private clients.  He has been instrumental in Integrated Delivery policy development in United States and has helped public owners develop design-build and P3 legislation, programs, project pipelines and procurement processes in Arizona, Florida, Georgia, North Carolina, West Virginia and Virginia.

Chosen as a fellow of the American Council of Engineering Companies, ACEC, for his outstanding service to the industry with regards to integrated delivery policy development and procurement of professional services, Mr. Kusha is an industry expert who has deep relationships with elected and appointed officials, public sector owners, as well as private sector sponsors, developers and contractors in the US and abroad.

Mr. Kusha is a graduate of University of Wisconsin – Madison, with degrees in Civil and Environmental Engineering and is a Registered Professional Engineer in FL, GA, NC, WI, MN, and AZ.

Rodney is S. Vice President of the Hunt Development Group, having previously been Sr. VP in Aon’s Infrastructure Solutions, and regional Chief Legal Officer for Balfour Beatty. He has served AIAI for three years as the chair of the Law & Legislative committee and was instrumental in drafting the original P3 legislation in Texas and Florida. Rodney has 25 years experience in construction risk management and construction-related claims.

As Sr. Vice President and Regional Managing Director of the Construction Services Group for Aon Risk Solutions, Southwest Region, Rodney was a member of Aon’s Infrastructure Services Team, providing risk consultation to owners and contractors on debt and performance security solutions for P3 transactions.

Prior to joining Aon in April 2013, Rodney was Balfour Beatty Construction’s national Sr. VP for Public Private Partnerships and was instrumental in passing Texas’ P3 statute in 2011 and Florida’s similar P3 statute in 2013. Prior to his national P3 role, Rodney was Regional Sr. VP and Chief Legal Officer of a $1 billion region for 10 years responsible for all contract and risk management matters as well as quality control and scheduling.

Rodney was a partner in the Procurement and Construction Practice Group of the law firm of Bradley Arant Boult & Cummings in Birmingham, Alabama before joining Balfour Beatty. His experience included complex transactions and claims, including coverage disputes, on behalf of large general contractors.

Prior to and during law school, he was a mechanical design and field engineer in the design/build power plant sector between for 8 years.

Rodney has a B.S. in Mechanical Engineering from Texas A&M University and a law degree from Cumberland School of Law at Samford University.

Nuria Haltiwanger is the Chief Executive Officer for ACS Infrastructure Development and ACS Infrastructure Canada, the North American equity investment, financing and long-term operations and maintenance subsidiaries of the ACS Group, focused on developing and operating infrastructure projects in North America via alternative procurement methods, such as public-private partnership (PPP) and design-build-finance (DBF). She is a member of the Board of Directors of ACS Infrastructure as well as each of the various subsidiaries executing the North American projects.

Under Ms. Haltiwanger’s direction, ACS Infrastructure has solidified its position as a market leader in PPP/DBF projects in North America, with a current portfolio of 14 PPP projects totaling approximately $20 billion, including Florida’s $1.7 Billion I-595 Express Project, which was the first availability payment-based PPP project in the U.S. and which has been successfully operating for three years. ACS Infrastructure’s U.S. portfolio also includes, the $1.1 Billion SH-288 Toll Lanes Project and $700 Million Harbor Bridge Project (both in Texas), the $557 Million Portsmouth Bypass Project in Ohio (the first PPP project for the Ohio Department of Transportation), the Angels Flight Project in Los Angeles, California (the City of LA’s first PPP project), and the Pre-Development Agreement for the Mid-Currituck Bridge in North Carolina. In addition to the U.S. projects, Ms. Haltiwanger also oversees ACS Infrastructure’s Canadian portfolio, which includes 10 major PPP transportation projects, including the CAD $5.5 Billion Eglinton Crosstown Light Rail Project in Toronto (one of the largest Canadian PPP projects in history).

Ms. Haltiwanger joined ACS Infrastructure in 2009, where she acted as General Counsel and Senior Vice President in North America, overseeing the legal and commercial risk assessment and management of the companies. Prior to joining ACS Infrastructure, she worked in project finance with a focus on concession-based infrastructure, as well as energy (including renewable energy) projects, the financing of hydro-electric facilities, coal-fired and gas-fired power plants, liquid natural gas facilities, wind farms and ethanol facilities, as well as merger and acquisition transactions.

Ms. Haltiwanger was born in Georgia and earned her Juris Doctorate at Georgetown University Law Center, and BAs in Economics, International Studies and Political Science from the University of Miami.

Anthony Phillips has over 15 years’ experience in Infrastructure Investment in North America, Europe and Asia Pacific, in many instances taking leading roles in consortiums during the tendering and financial close process. During this time, he has been based in London and Sydney before relocating to the USA in 2014. Anthony leads a large team of Infrastructure Investment specialists based across North America focused upon delivering major Transportation, Environmental, Social and Communications Infrastructure. Prior to establishing John Laing’s USA offices in New York and Los Angeles, Anthony successfully led John Laing’s entry into the Australia and New Zealand P3 markets securing multiple projects. He has in-depth experience in roads, rail, social, broadband, water and waste management, and renewable energy. Anthony joined John Laing in 2005 and leads the North American team from Los Angeles. Building upon John Laing’s successful long term involvement in the North American P3 market, Anthony has responsibility for all development and transaction execution activities in the region.

Founder of Star America and Managing Partner of Star America Infrastructure Partners, LLC, William A. Marino began his career in the surety field where he discovered his passion for construction insurance and bonding. Bill founded Allied North America, a “construction only” brokerage in 1979, laying the foundation for what developed into the largest private construction surety and insurance brokerage in the US. He sold his organization to Aon in 2009.

Today, Bill devotes his time to North American infrastructure and the development of Public Private Partnerships though his work at Star America. Bill’s intimate knowledge of the industry and the relationships he has developed over the years creates a strong foundation for the organization.
