Claudio is currently Director of Business Development for the dedicated Public-Private Partnership (P3) team within Johnson Controls that serves the North American market. He has 30+ years of experience in the building efficiency business providing solutions to clients that reduce their energy, operations and lifecycle costs while creating a more sustainable workplace. He is responsible for identifying and maintaining strategic relationships with key industry partners, market development and conducting research in support of the expansion of the company’s P3 business.

He has successfully led the JCI business development team across all phases of the P3 partnership delivery process and manages contract negotiation from market sounding through to financial close. Claudio has participated on many projects working with design, construction and financial team members to add a whole of life perspective to project design which considers operations and energy in reducing costs and mitigating operational risk. As part of the P3 management team, Johnson Controls has combined to win (39) thirty-nine projects in the North American P3 market of which thirty-four are currently in operation which makes them the most experienced operator in the social infrastructure market.

Mr. Kusha is Plenary America’s Senior Vice President and Group Head for Project Development and Partnering.  In this role, he leads project development across all sectors.   He is responsible for development, identification and assessment of new opportunities, as well as interaction with owners.  He positions Plenary with appropriate project sponsors and selects partners through leveraging industry relationships.

Prior to joining Plenary, Sia served as Senior Vice President and Senior Managing Director of AECOM’s Design and Consulting Services Integrated Delivery group in the Americas.  In that role, he was the firm’s Chief Strategy and Development officer for P3 and DB projects in the continent.

A thirty nine-year veteran of the industry, Sia is a highly experienced program and project executive who has delivered a variety of infrastructure programs for a diverse range of public and private clients.  He has been instrumental in Integrated Delivery policy development in United States and has helped public owners develop design-build and P3 legislation, programs, project pipelines and procurement processes in Arizona, Florida, Georgia, North Carolina, West Virginia and Virginia.

Chosen as a fellow of the American Council of Engineering Companies, ACEC, for his outstanding service to the industry with regards to integrated delivery policy development and procurement of professional services, Mr. Kusha is an industry expert who has deep relationships with elected and appointed officials, public sector owners, as well as private sector sponsors, developers and contractors in the US and abroad.

Rodney is S. Vice President of the Hunt Development Group, having previously been Sr. VP in Aon’s Infrastructure Solutions, and regional Chief Legal Officer for Balfour Beatty. He has served AIAI for three years as the chair of the Law & Legislative committee and was instrumental in drafting the original P3 legislation in Texas and Florida. Rodney has 25 years experience in construction risk management and construction-related claims.

As Sr. Vice President and Regional Managing Director of the Construction Services Group for Aon Risk Solutions, Southwest Region, Rodney was a member of Aon’s Infrastructure Services Team, providing risk consultation to owners and contractors on debt and performance security solutions for P3 transactions.

Prior to joining Aon in April 2013, Rodney was Balfour Beatty Construction’s national Sr. VP for Public Private Partnerships and was instrumental in passing Texas’ P3 statute in 2011 and Florida’s similar P3 statute in 2013. Prior to his national P3 role, Rodney was Regional Sr. VP and Chief Legal Officer of a $1 billion region for 10 years responsible for all contract and risk management matters as well as quality control and scheduling.

Rodney was a partner in the Procurement and Construction Practice Group of the law firm of Bradley Arant Boult & Cummings in Birmingham, Alabama before joining Balfour Beatty. His experience included complex transactions and claims, including coverage disputes, on behalf of large general contractors.

Prior to and during law school, he was a mechanical design and field engineer in the design/build power plant sector between for 8 years.

Nuria Haltiwanger is the Chief Executive Officer for ACS Infrastructure Development and ACS Infrastructure Canada, the North American equity investment, financing and long-term operations and maintenance subsidiaries of the ACS Group, focused on developing and operating infrastructure projects in North America via alternative procurement methods, such as public-private partnership (PPP) and design-build-finance (DBF). She is a member of the Board of Directors of ACS Infrastructure as well as each of the various subsidiaries executing the North American projects.
