Thomas is responsible for leading the industry’s first P3 Certification Program for the public sector, where he provides a twelve month education program which arms participants with the necessary tools to confidently embark on their P3 journey.

A seasoned P3 professional with global infrastructure experience, Thomas previously served as acting director of Virginia’s Department of Transportation, where under his leadership the office was nominated and awarded several awards for innovation. He holds an MBA in International Finance from Grenoble Ecole de Management.
